The RUST-OLEUM 277494 is a water-based topside vapor barrier primer formulated for use on damp and green concrete. It bonds tenaciously to concrete surfaces as early as 48 hours after placement and holds back up to 12 pounds of moisture vapor transmission. The formula is unaffected by pH levels up to 14, making it suitable for challenging slab conditions. This product is Part A Resin, supplied in a gallon container with a net fill of 59 fl oz. When combined with Part B Hardener (sold separately) and the required water, the two components yield 1.5 gallons of usable material. Licensed flooring installers and commercial floor coating applicators are the typical end users.
This primer is designed for use as a standalone vapor barrier under a wide range of finish systems. It is compatible with most floor coating technologies, including acrylic, epoxy, and polyurethane topcoats. It can also serve as a moisture mitigation layer beneath tile, carpet, or hardwood flooring. It is well suited for residential and commercial slab applications where moisture intrusion is a concern before final floor installation. The product is VOC compliant nationwide, which supports use across all regulatory jurisdictions.

This product should be installed by a licensed flooring contractor or qualified applicator familiar with concrete surface preparation and moisture mitigation systems. Apply only when air, material, and floor temperatures are between 60 degrees F and 80 degrees F. Do not apply in direct sunlight or when the temperature is rising, as these conditions can affect cure and adhesion. Always mix Part A and Part B components according to manufacturer instructions before application.
