The IPS 16213 is Weld-On P-68, a clear, ultra-low VOC pipe primer formulated for use on PVC and CPVC pipe and fittings. It is THF-free, which reduces fumes during application and improves job-site safety for installers working in confined or enclosed spaces. The primer rapidly softens and dissolves joining surfaces, preparing them for solvent cement bonding. Under UV light, the cured primer glows purple, giving inspectors and installers a reliable visual confirmation that primer was applied before cement. This primer is code compliant and meets SCAQMD Rule 1168/316A, one of the most stringent VOC standards in the country. It comes in a 1-pint can with an applicator cap included.
Weld-On P-68 is used in residential and commercial plumbing and irrigation systems wherever PVC or CPVC pipe and fittings are joined with solvent cement. It is a standard pre-cement step in drain, waste, vent, and pressure piping assemblies. The UV-glow feature makes it especially practical on inspected jobs or in jurisdictions that require visible primer verification on PVC systems. Plumbers and pipefitters handling high-volume installations benefit from the low-fume formula when working in basements, crawl spaces, or other areas with limited ventilation.

Application is typically performed by a licensed plumber or pipefitter following IPC or local plumbing code requirements for solvent-welded joints. Apply primer to both the pipe end and fitting socket before applying solvent cement. Work in a ventilated area even with this low-fume formula, and keep away from open flame, as the product is flammable. Do not apply cement until the primer has properly prepared the surface per the manufacturer application instructions.
