The HOUGEN 12316 is a high speed steel annular cutter designed for fast, clean through-holes in ferrous materials. With a 0.6299-inch (16 mm) cutting diameter and a 25 mm (approximately 0.984 inch) cutting depth, this cutter removes only the material at the hole perimeter, producing less heat and requiring less power than a twist drill of comparable size. The 3/4-inch Weldon flat shank with two flats locks securely into compatible magnetic drill press chucks and arbors, preventing slippage under load. The bright, uncoated finish is standard for general-purpose HSS cutters working in mild steel and similar ferrous stock. Licensed electricians, ironworkers, pipefitters, and steel fabricators commonly reach for annular cutters when accurate, burr-minimal holes are required in structural steel or plate.
The HOUGEN 12316 is suited for use in mild steel and general steel fabrication applications. It is intended for use with magnetic drill presses and drill press arbors that accept a 3/4-inch Weldon flat shank. Typical install scenarios include field drilling of structural steel members, steel plate, pipe flanges, and similar ferrous workpieces where hole precision and material removal efficiency matter. This cutter is not intended for stainless, hardened steel, aluminum, or non-ferrous materials.

Annular cutters of this type are installed by licensed tradespeople and fabricators using magnetic drill presses or drill press arbors. Before mounting, ensure the drill press is de-energized and the magnetic base is disengaged from the workpiece. Secure the cutter fully into the Weldon shank chuck, confirming both flat-side set screws engage the flats before applying power. Use a cutting pilot pin and appropriate cutting fluid or oil to extend cutter life and improve hole quality in steel.
