The 3M 7100127061 is a two-part epoxy electrical insulating and encapsulating resin sold in a Size D container holding 22.1 oz of material. Known as Scotchcast Electrical Insulating Resin 4, it is designed for splicing solid dielectric and oil-filled cables rated up to 8 kV and for jacketing high-voltage splices through 69 kV. The resin mixes inside its own proprietary container bag, which generates exothermic heat to drive the cure without external equipment. Gel time is 16 minutes at 23 degrees C, and the flash point is 149 degrees C or higher. Licensed electricians and high-voltage cable splice technicians are the primary installers.
This resin is used in underground and above-grade cable splice applications across residential, commercial, and utility work. Its compatibility with solid and synthetic cable insulations and jackets makes it suitable as both an insulator and a sealer in medium-voltage cable splicing scenarios. The 3M Scotchcast Resin 4 is included in the 82 Series and 90-B1 Series splice kits, making it a direct-use component in those factory-engineered splice assemblies. It is packaged and sold individually per unit.

Installation should be performed by a licensed electrician or qualified high-voltage cable splice technician following applicable NEC and utility standards. De-energize and verify the absence of voltage on all conductors before beginning any splice procedure. Follow the splice kit instructions for mixing sequence and pour timing, as gel time is temperature-dependent. Do not disturb the resin after it has begun to gel.
