The 3M 7000138422 is a wraparound heat shrink cable repair sleeve rated for use up to 35 kV. It is designed to restore damaged cable sheaths on medium-voltage power cables. The inner wall is coated with a hot melt adhesive that forms a watertight, corrosion-resistant bond when heat is applied. A corrosion-proof metal clip fully closes the sleeve before shrinking, eliminating the need to de-energize and disconnect the cable for sleeve installation. Licensed electricians and cable splicing technicians working on underground or overhead medium-voltage distribution systems typically specify this product where a permanent, mechanically tough sheath repair is required.
This sleeve is suited for medium-voltage cable applications in residential, commercial, and industrial distribution systems. It performs in demanding environments including direct-buried, conduit, and exposed aerial installations. Beyond primary sheath repair, it is also applied over cable joints as a secondary sealing layer and as supplemental corrosion protection on undamaged cable runs where additional mechanical protection is needed. The wraparound format allows installation without cutting or pulling a new sleeve over a long cable run.

Installation is performed by qualified electricians or certified cable splicers in accordance with applicable NEC requirements and the authority having jurisdiction. De-energize and follow lockout/tagout procedures on the affected cable circuit before beginning any sheath repair work. Wrap the sleeve around the cable, secure the metal closure clip, and apply heat evenly with a propane or butane torch using smooth back-and-forth strokes to activate the adhesive and achieve uniform shrink. Do not apply concentrated heat to a single point, as uneven shrinkage can compromise the seal.
