The 3M 7000138421 is a wraparound heat shrink cable repair sleeve engineered to restore damaged cable sheaths on low- and medium-voltage cable installations. The sleeve wraps around the cable without requiring free cable ends, making it practical for in-place repairs. The inner wall is coated with a hot melt adhesive that activates under heat to form a watertight, corrosion-resistant bond. A corrosion-proof metal closure clip locks the sleeve fully closed before heat is applied. At 29.5 inches in length, it covers extended repair zones on power distribution, buried, or exposed cable runs. Electrical contractors and cable splicing crews are the primary installers.
This sleeve is suited for repairing mechanically damaged cable sheaths, protecting cable joints, and adding supplemental corrosion protection to undamaged cable in aggressive environments. Typical applications include underground power cable, direct-buried distribution cable, and above-grade cable exposed to moisture, chemicals, or physical abrasion. It is sold individually and intended for professional installation on projects where a watertight, long-term repair is required.

Installation is performed by licensed electricians or qualified cable splicing technicians. De-energize and verify the absence of voltage on the cable before beginning any repair work, following applicable NFPA 70 (NEC) lockout/tagout procedures. Clean and dry the cable surface before positioning the sleeve and securing the metal closure clip. Apply heat evenly with a propane torch or hot-air gun, working from the center outward, until the adhesive flows and the sleeve conforms fully to the cable profile.
