The 3M 7000005944 is a cold shrink insulator designed for secondary cable splicing in low-voltage distribution systems rated up to 1 kilovolt (kV). It arrives pre-stretched on a removable core, eliminating the need for heat guns or open-flame tools during installation. To apply, position the unit over the splice area and unwind the internal core — the tube contracts on its own, forming a moisture-tight seal. The specially formulated elastomeric material maintains live memory action, which sustains consistent radial pressure on the splice for a permanent environmental seal and electrical insulation. Licensed electricians and utility line workers are the primary installers for this type of product.
This insulator is suited for secondary cable splices in underground distribution applications, including Unishield cable and tape-style wire configurations. It meets the requirements of ANSI C119-1 and Western Underground Committee Guide 2.14 for secondary splices rated up to 1 kV. Typical use cases include residential and commercial underground service lateral splices where a durable, moisture-resistant insulating sleeve is required without the use of heat. The cold shrink design makes it well suited for confined spaces or locations where open flame is restricted.

Installation is performed by licensed electricians or qualified utility workers in accordance with applicable NEC requirements and local codes. De-energize and verify the circuit is dead before working on any splice. Position the cold shrink tube over the prepared splice, then unwind the core in the direction indicated to allow the tube to contract into place — do not cut the core before unwinding. Inspect the seated sleeve to confirm full contact and no lifting at the edges before returning the circuit to service.
